New bootstrap-verification skill — the greenfield on-ramp so the methodology applies to pieces not built yet, not just existing repos. Pick standard(s) + integrity level, `rivet init`, scaffold STPA/STPA-Sec + the traceability skeleton, seed the top of the V (losses -> requirements as trace roots), and wire the piece into pulseengine-feature-loop, the release V-model gate, and compliance/MC-DC publishing — so `rivet check` is meaningful from commit one and nothing is retrofitted at release. The MBSE stance operationalized: analysis and requirements lead, code follows. Answers "I want to use this on a piece I haven't done yet": bootstrap creates the structure + trace roots; the feature loop grows the piece against them. Composes repo-taxonomy, stpa-audit, traceability-audit, feature-loop, release pipeline. Eleventh skill; plugin + marketplace bumped to 0.4.0.
