Prepare Neuro Atlas subpath integration and Neurotech preview

Summary

• Serve the independently maintained Neuro Atlas through the narrowly scoped /neuro-atlas namespace, including its assets.
• Add a small Neuro Atlas link and compact linked static interface preview to Neurotech. Preserve the PL Neuro Website link; no main-menu item.
• Validate the upstream origin, strip site cookies from Atlas page and asset requests (including mixed-case paths), and preserve the existing Authorization gate.
• Include coordinated preview, cutover and rollback instructions.

Verification

• Native pnpm frozen installation previously passed; lockfiles unchanged.
• Full 126-test suite, typecheck and production build passed at b48d6ed after merging current main. The unrelated Team update is retained.
• Actual local upstream probe passed all seven cases: cookie removal and retained synthetic Authorization, including mixed-case page/static requests.
• Paired local apps exercised root/deep routes, resources, reload/Back, filtering and chart/company modals at desktop and 390/320px.
• Independent bounded final review closes the mixed-case isolation finding.
• Screenshots are real local captures, not hosted proof. Source/provenance: docs/neuro-atlas-integration-evidence/README.md. Visible Atlas/Neurotech runtime is unchanged since capture; later changes are cookie middleware, evidence, and the unrelated current-main Team update.

Release status

Preparation only; do not merge/launch these independently. The existing Vercel Atlas project needs GitHub App authorization/reconnection after the repository transfer. Paired exact-SHA hosted verification and a separate owner decision about existing HTTP Basic auth remain launch gates. No production config/auth change, collaborator invitation or old-origin redirect is performed by this PR. No analytics tracker is added.

Legacy deep-link cutover is documented: preserve corresponding pages and queries/fragments, verify the new route first, and avoid direct-host/proxy redirect loops. Existing Git/PR history is intentionally retained.
