In pull mode, sveltos-applier creates in the management cluster the ResourceSummary used to report the drift detected in the managed cluster. It only sets the ClusterSummary annotations. In agentless mode, collectAndProcessAllResourceSummaries ignored any changed ResourceSummary without the cluster name and type labels, so the drift of a cluster in pull mode was reported but never remediated. When the labels are missing, get the cluster from the ClusterSummary referenced by the annotations, and process the ResourceSummary only if the cluster is in pull mode. Any other ResourceSummary without labels is still ignored.
