Change

Install the official actionlint v1.7.8 Linux amd64 release instead of compiling it with Go on every Workflow lint job. Verify the archive against its pinned SHA-256 before extraction. Keep the executable path, workflow selection, lint flags, and queue exception unchanged.

• Local v1.7.8: workflow lint and queue exception regression tests passed.
• git diff --check passed. CI scope contract suite passed.
• Baseline Install actionlint durations: 14 s, 9 s, 11 s. PR CI installed the verified release in 1 s (06:14:36–06:14:37 UTC). This saves 10 s (91%) against the 11 s baseline median, with an observed range of 8–13 s saved. These are separate GitHub-hosted runs with one-second timing resolution, not a paired benchmark. The unchanged lint and queue regression step passed.

Runtime impact and rollback

CI tooling only. Revert this commit to restore source installation. Existing automatic publication selection remains unchanged; no production deployment is requested.
