fix(route): honour capacityWeight in grid_site_route draw - #479
Traffic weights can be configured for destinations to influence traffic distribution. When destinations have comparable capacity, higher-weight destinations are selected more often; weights also factor into capacity-based selection.
Destinations without a specified weight retain the default behavior. If a destination is listed more than once with different weights, the highest declared weight is applied.

Walkthrough
The operator now carries candidate traffic weights into serving configuration. The gateway accepts optional candidate weights, defaults missing weights to 1, rejects zero, and applies weights during capacity-based site selection.
Changes: Weighted site routing
Layer / File(s)
Summary
Preserve weights in serving configuration crates/operator/src/resources/serving_config.rs
Serving candidates carry optional weights. Duplicate candidates retain the largest declared weight, and rendered candidates receive the folded value. Tests cover propagation, omission, and duplicate handling.
Accept and validate candidate weights crates/gateway/crates/ai-grid-filters/src/descriptor.rs, crates/gateway/crates/ai-grid-filters/src/{conformance,control,dial,flow,provider,snapshot}.rs
Candidate configuration accepts an optional weight. Validation rejects weight 0 and uses 1 when the weight is absent. Candidate fixtures initialize the new field.
Apply weights during site selection crates/gateway/crates/ai-grid-filters/src/route.rs, crates/gateway/crates/ai-grid-filters/benches/choose.rs
Capacity-based draws, two-site shares, and two-choice draws incorporate candidate weights. Tests check weighted selection across these paths. Benchmark candidates use weight 1.

Explanation
The changed production code carries provider capacity weight through serving configuration and applies it to the gateway site-selection paths required by [#460]. Fixture updates, compatibility serialization, validation, and focused tests support that objective. No unrelated change is shown.
Full details: Linked Issues check
Explanation
The implementation satisfies the main [#460] behavior. The operator carries traffic_weight into ServingCandidate.weight and keeps the largest duplicate weight. The gateway defaults an absent weight to 1, rejects zero, and applies the weight to the capacity draw, between_two, and two_choices paths. The current changes add weighted pressure and two-choice coverage. The reviewed evidence does not show a gateway parsing test for both absent and explicit weight, or the requested weighted serving_reload.rs end-to-end test for operator-rendered routing.
Resolution
Add automated coverage for [#460] that parses serving configurations with absent and explicit weight. Add the weighted serving_reload.rs end-to-end test, or provide equivalent automated coverage for operator-rendered weighted routing.

Explanation
Docstring coverage is 72.73% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 11 functions across 10 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

existing in-memory candidate weight assertion and avoid setting runtime weights
directly, so the test covers propagation through the gateway.

so it omits the field until the target gateway accepts it; do not emit it merely
because `traffic_weight` is `Some`. Correct the `weight` field comment to state

The operator's `traffic_weight` (from `capacityWeight` on the provider
CRD) was never carried to `ServingCandidate`, so `grid_site_route`
always drew with weight 1 regardless of configuration.
Gateway: add `weight` to `CandidateConfig` and `RouteCandidate`, and
multiply it into every capacity-based draw arm (`weighted`,
`between_two`, `two_choices`).
Operator: add `weight` to `ServingCandidate`, populated from
`RoutingCandidate.traffic_weight`, folding duplicates by the largest.

Reject `weight: 0` in gateway candidate validation to prevent NaN in
draw functions. Correct the `ServingCandidate.weight` doc comment:
an older gateway with `deny_unknown_fields` rejects the config rather
than defaulting to 1. Add tests for the zero-weight guard, the JSON
round-trip, and the absent-weight omission.

The 0.1..0.9 exploration clamp was applied after multiplying by
declared weight, limiting a 1000:1 ratio to 90:10. Apply the clamp
to the capacity/pressure share first, then scale by declared weight
so operator-set ratios are honoured.
Add tests for the between_two and two_choices draw arms with measured
pressure and declared weights.

thanks for picking this up!
the draw math is right but grid_site_route plugin still ignores capacity weight outside weighted random filter. the operator fills traffic weight only in that mode so every other network sends weight one to the gateway. read capacity weight in the fold so the weight shapes every grid site route draw.

this reads traffic weight which the operator only fills under weighted random so every other mode still gets weight one and the fold should read capacity weight instead

question: the weight lands after the clamp so a thousand to one weight pushes a site to nearly all of the traffic and the floor that keeps a loaded site sampled no longer holds is that intended

nit: with three to one to one and equal rho the expected share for a is about sixty percent so a band would catch a regression
