Remove Canonical's unused
pebbleservice manager from Workbench Ubuntu 26.04 minimal and standard images.The implementation mirrors images-package-manager#148: a one-line removal immediately after
SHELL, with Goss file assertions limited to Ubuntu 26.04. There is no command-based or build-time pebble check.Closes #204.
