Summary
Document the Azure → Workload Identity Federation migration flow on the cloud account connection page, including the new status-aware banner that surfaces in-progress and failed migrations even when the migration dialog is closed.

Upstream change made the Azure FIC migration banner status-aware: a running migration shows "View progress" and a failed migration shows "Retry", both reopening the migration dialog. Status polling was lifted to the cloud account detail page so the banner reflects the live state even when the dialog is closed. These doc updates explain what each state means and how to recover from a failure.
