Triggered by the merge of
feat: [RUN-3121] inline retry action on hover for failed domains, which makes failed-state domain rows clickable: hovering or focusing swaps the warning icon to a retry icon, and clicking requests a fresh certificate attempt. The UI refetches domain state on completion so the row reflects the new status (typicallypendingwhile cert-manager retries).
