Serialize release workflows so push and manual runs cannot race while creating releases or updating labels. Separate release creation from publication, use strict release-created gating, and allow retrying an existing version by tag. Validate that the checkout tag matches package.json and preserve npm provenance.
Source code is unchanged from the green release commit. The recovery publishes the existing release version without deleting its release or incrementing its version.
