[BUG]: Layout attributes are missing JSDoc comments #7973

Description

The TS type generator isn't producing JSDoc comments for the layout types emitted by generateLayoutProperties.

Steps to reproduce

• Be on v4.0
• Open src/types/generated/schema.d.ts and search for hoveranywhere
• Note that it only includes a type (no description, default, etc.)

Notes

• This is because we don't call formatJSDoc for this path
