Full mode bundles plannotator-tui 0.8.0: file reviews send only new annotations, the Review menu, finish review with archive and restore, and the OSC 52 copy path pinned with tests. Fetch and manifest tests expect the new pin.

Bumps the bundled plannotator-tui to 0.8.0 (https://github.com/plannotator/plannotator-tui/releases/tag/v0.8.0) and updates the fetch and manifest tests that assert the pin.
Full users who install or reinstall get: file reviews that send only new annotations, the Review menu, finish review with archive and restore, and the OSC 52 copy path pinned with tests. No manifest ids, commands, or gates change.
