Bumps the bundled plannotator-tui to 0.7.0 (https://github.com/plannotator/plannotator-tui/releases/tag/v0.7.0) and updates the fetch and manifest tests that assert the pin.
Full users who install or reinstall get: feedback archive, picker live preview and viewer-clock times, Codex pid resolution on Linux, Herdr Mirror split placement, and the fallback visibility hint. No manifest ids, commands, or gates change.
Pre-release review ran the plugin smoke suites on Herdr 0.8.2 and 0.9.0 against a TUI built from the release branch. A live smoke against the published assets follows before merge.
