The text was copied from the TiDB Binlog bullet just above (tidb-binlog/pull/687). tidb-lightning#217 ("config: attempt to solve TOOL-1405 and modify old test cases") changes the TiDB Lightning configuration check, so it is TiDB Lightning that stops, not the Binlog service. This PR changes "stop the Binlog service" to "stop TiDB Lightning".
