minimal version that should be easier to review than the full utf8 conversion handling added in #23891
@shivammathur perhaps we can get this merged before 8.6 releases, because it's blocking FrankenPHP's php-cli (on windows). Since most people probably won't overwrite internal-encoding, this is a decent first step.
