[Sync-EN] Document built-in server index lookup for file-like paths

Syncs features/commandline.xml with php/doc-en#5782 and php/doc-en#5701.

• Adds the note introduced by cli: document built-in server index file lookup behavior (8.4.0) doc-en#5782: as of PHP 8.4.0 the index file lookup also runs when the requested path looks like a file (its last component contains a period) but cannot be located; such requests previously skipped the lookup and returned 404 straight away. Placed in the same position as EN.
• Built-in webserver: Clarify "not supported on Windows" note doc-en#5701 ("this feature" becomes "multiple workers" in the Windows note) needs no RU change: the translation already reads ОС Windows не поддерживает многопроцессный режим.
• EN-Revision bumped to 14f641dc7a2eb3ab1f97062f0a74f7cdb59ae708, which covers both upstream commits.
