#1541 + #1568 introduced support to re-write date-time functions, which are inconsistent when executed multiple times. This included maintaining a consistent now() start time in a transaction for INSERT statements.
However, this did not address SELECT statements within a transaction. Transaction start times must appear consistent to the client no matter what; these should also be re-written.
E.g., SELECT now() ran multiple times in a transaction should be the same every time.
