Replace OSNL 0.2 with the official Apache License 2.0 text, retain the existing copyright in NOTICE, and update README and package metadata to describe the new license without commercial fee tiers.
Validation: built wheel and source distribution; both contain the exact official Apache license and NOTICE; package metadata identifies Apache-2.0; no remaining tracked OSNL references; git diff whitespace check. Third-party terms and unrelated code are unchanged.
CI status
Lint, typecheck, architecture contracts, CI contracts, and package smoke pass. Core tests fail on three Bash unused-import tests; the same three failures reproduce on unchanged baseline
3a7735d5without optional tree-sitter dependencies.Full tests fail in two copies of the dry-run prompt test at
review_commands_cases.py:881. The test selects the first result of an unsorted glob and expects text specific to batch 1. Both pass naturally on the local baseline; supplying reverse glob order on that unchanged baseline reproduces both exact failures. This is evidence of an existing filesystem-order assumption, not a natural local failure.Baseline main CI already reports failed core and full test jobs; its detailed logs have expired. No runtime or test files changed in this PR.
