feat(cli): follow the dotNS v1.0.0 contracts

Description

Follows dotNS v1.0.0 while staying compatible with v0.8.0. Deployments older than v0.8.0 are no longer supported.

• ABIs: synced from the v1.0.0 release; only PopRules, DotnsPopController and DotnsPopResolver changed, and the CLI calls none of their changed functions.
• Vocabulary (dotns#321): devicehood/personhood, device name, gateway pallet, dotNS casing, across code, messages and docs. Eligibility pre-checks use the PopRules wording.
• Device names: always resolved at the folded node (joseph beneath 42). The pre-v0.7.0 flat-node fallback is removed.
• Fixes:
  • register --transfer no longer calls syncLabel, which no contract version has.
  • Registering for someone else pays only the name price, which is all register() charges.
  • Name recipients resolve through DotnsRegistry.owner, so device names work and missing names report "has no owner".
  • Subname registration rejects a parent path over 255 bytes, mirroring StringUtils.MAX_NAME_PATH_OCTETS.
• Docs: README, CONTRIBUTING and SECURITY corrected against both contract versions. .github/PULL_REQUEST_TEMPLATE.md and .github/CONTRIBUTING.md lose a trailing space in their names, so GitHub picks them up.

With the friction charge gone, quoteCrossPayerFriction has no callers and its name contradicts its own comment, but it's still exported from core/index.ts. Could we rename it to quoteTransferFee? This PR is already a breaking release.

It probably also makes sense to read the registrar's quoteTransferFee(tokenId, to) instead of PopRules.transferFloor, as transfer.ts already does. That's what transferFrom checks msg.value against, so it's accurate for escrow moves and soulbound names too.

Done in fd51ccb : quoteCrossPayerFriction is replaced by quoteTransferFee(ctx, name, recipient), exported next to transferName, so the quote and the actual transfer can't drift apart.
