`clear-recordings` needs the matching write action ([`actions.http`](../getting-started/configuration.md#actions), `actions.router`, `actions.analog`). When `target` is `all` and an action is disabled, the permitted recordings are cleared and the disabled ones are reported as skipped.
Each target needs three settings turned on: its write action ([`actions.http`](../getting-started/configuration.md#actions), `actions.router` or `actions.analog`), its agent tools (`agent.tools.<target>`) and its inspector (`inspectors.<target>`). A single target with one of them off is refused. With `all`, the targets that pass are cleared and the others are reported as skipped. When no target passes, the tool is not listed.
