I'm about to update dependencies and some of them are 2024 edition, which isn't supported by 1.81. I believe I need to update the channel first in a separate PR, so that CI will use 1.95 when building the dependency update PR.

Will be needed to support 2024 edition dependencies, which we're about to update
to.

I would vote to delete rust-toolchain.toml entirely. Since this is a library crate, it doesn't do what you'd expect (the toolchain is set by whoever is using the library), and I've been slowly deleting rust-toolchain.toml files as I go through and update older repos.
