feat(container): replace navigation switch with a dropdown - #23246

The two radio buttons used to switch between the classic and the beta navigation are replaced by a single ODS select. It shows the navigation currently in use and triggers the same tracking event and preference update as before. Choosing the option that is already active does nothing, which avoids a reload if the select emits a change on mount. The beta navigation is renamed 'Alternative navigation' in every locale.
