Drop adminer and phpmyadmin from manager images - #624

environments/manager/images.yml is loaded only by the manager environment's plays. adminer and phpMyAdmin are deployed by osism apply adminer/phpmyadmin in the infrastructure environment, which never reads this file, and no manager play references them. So the two entries pinned nothing. Their release tags now reach the infrastructure plays through osism-ansible's versions.yml, one source per value. No deployed tag changes.
