The bootc-image-builder container readme was badly out of date. Provide context on the bib / image-builder merge, the new container, and point to the migration guide. Readme is intentionally minimal - future documentation ought to go in /doc/ for the upstream ghcr.io container. Remove references to bootc-image-builder from the project's main readme. Any explanation in the main readme would simply repeat what is now in the bib readme and doc/. Fix the spacing on the bib migration table.
