Update the CI Nginx version from 1.31.4 to 1.31.6. Keep the test matrix and job labels consistent where applicable.
Validation: YAML parsing, shell syntax checks (
bash -n), andgit diff --checkpassed. Full builds and regression tests have not been run locally; they are left to CI.
