Add Azure Kubernetes Service resource detector

Description

Add an Azure Kubernetes Service resource detector that reads the native aks-cluster-metadata ConfigMap through either CLUSTER_RESOURCE_ID or a mounted volume. The detector reports the Azure provider/platform, cluster ARM resource ID, and Kubernetes cluster name.

• Azure resource detector test suite with the oldest supported OpenTelemetry SDK
• Azure resource detector test suite with the latest released OpenTelemetry SDK
• End-to-end validation on a temporary AKS cluster using both the environment variable and mounted ConfigMap paths
