Add host.id resource attribute detector

What problem do you want to solve?

I would like the host.id resource attribute emitted (semconv ref)

In the java agent we have a host id resource detector that does the machin-id lookup. I would like to add an equivalent resource module in this project called opentelemetry-resource-detector-host that provides the same functionality

Describe alternatives you've considered

the collector can stamp the host.id, but that doesn't help in all deployment types where there might not be a collector in the position to do that.
