feat: bump tool and plugin versions - #373

Routine bump from mise run discover and mise run bump. - Bump cursor to 3.27.12 with its release hash. - Upgrade 11 mise tools, including mise 2026.10.19, claude, codex and gh. - Update Neovim plugins and prune stale npm lock directories. - Apply mise fmt output to mise.toml and endpoint-verification.toml.
oxfmt and mise fmt disagree on mise.toml, and fmt ran only oxfmt. shfmt also walked gitignored trees such as src/ and rewrote their scripts. - Run mise fmt --all in fmt and mise fmt --all --check in check. - Exclude mise.toml and mise/conf.d from oxfmt; it keeps all other TOML. - Feed shfmt and shellcheck only files that .gitignore does not exclude.
