test(package-deps): cover package-granular library closure - #16361

Record missing package contents, sibling dependencies, and stale consumers across workspace, installed metadata, and lock-built providers. Exercise lock-provider names that differ from their library namespaces. Validation: @check, @fmt, and focused cram tests pass.
