…r job Ephemeral runner registrations only carry labels, so GitHub can hand a session any label-matched queued job instead of its demand job. The demand job was then blocked from a new reservation while that session lived, and permanently once it finished with an error, leaving it queued with admission allowed and free capacity. A session admitted to a different job no longer counts as serving its demand job. A listening registration whose own demand job was taken elsewhere is treated as a spare that can take the job, so no extra runner is started only to idle out. Refs oblien#1505
