Carries the two existing stack patches for the v14 source environment of the Oxigen 14->18 migration: do not delay the parent tax template update (needed so account_chart_update can apply with oxigen_l10n_es) plus extra detail in the error message.
Opened to convert the deployment's repos.yaml reference from a direct branch merge to a published PR (policy 2026-07-28: repos.yaml carries only repo definitions + PR/branch-of-version merges; every carried change is a numbered PR).
