feat(config): default API and Hub version v3 - #40

The {version} route segment now defaults to v3 (was v2), the gateway's
current version and the default of the TypeScript SDK since 4.15.0.
NORBIX_API_VERSION / NORBIX_HUB_VERSION and the explicit options still
override it. Tests that relied on the old default now expect /v3/.
