feat(logs): every hub.logs hook, useWriteLogsMutation, retryAfterSeconds - #63

The logs hooks use hub.logs.getLog and api.logs.writeLogs, which exist from core SDK 4.31.0, so the peer range moves from >=4.29.0 to >=4.31.0. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
…nds on errors - hubLogs: getLogs, getLog, cleanLogs, getLogSettings, saveLogSettings added (finding L12) — now all 15 hub.logs methods; new tag LogsSettings. - apiLogs: writeLogs (API host) invalidating Logs. - SerializedNorbixError.retryAfterSeconds when the SDK error carries one (429 CM-ERRORS-LOGGING-003). Optional, only set when present. - tests/logs.test.ts: parity with the SDK's hub.logs, kind and tags per hook, and through the real SDK with a fake fetch: getLog path, saveLogSettings body, cleanLogs, writeLogs host/body, 429 retryAfterSeconds.
