feat(logs): logs get, clean, settings set, write - #89

Bumps the SDK floor to ^4.31.0 and regenerates src/generated/request-fields.json (717 methods): api.logs.writeLogs, hub.logs.getLog, SaveLogSettings fields optional, plus the refactoringV2 methods the SDK release brought. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
- logs get <id>: one entry (GET /logs/{Id}).
- logs clean: deletes every stored entry; asks first, --yes skips (in the
destructive list of the agent-mode test).
- logs settings set --skip-cloud/--skip-body/--ai-chat <true|false>: sends
only the flags given (the gateway contract is absent = unchanged).
- logs write: one line from --title (+ --level, --message, --event-code,
--correlation-id, --timestamp, repeatable --meta key=value) or a JSON array
from --file (path, @path, -); prints `accepted: n`; a 429 says how many
seconds to wait (Retry-After) in the message, hint and context, exit 8.
- tests/logs.test.ts: every logs command (list, trail, get, settings,
settings set, clean, write) through oclif and the real transport with fetch
replaced — host, verb, path, query and body.
