establish a process of allowing new comers to run a drand bot #34

A perfect scenario is to have a permissionless drand bot operator onboading/allowlisting, that way everyone can be an active participant of the network in a seamless manner.
However there are a few challenges to this.

  • We want to incentivise bots who submit drand submissions and we want to encourage diversity and multi bot operators to make sure we have backups so the network is decentralised.
  • If we have 1 fast operator running multiplebots, that bot will collect all the incentives and will make other bot operators run out of business. we might fall in the illusion that we are decentralised but the moment that the single fast operator stops providing randomness noone will be there to pick up that job.

This is why we need to check that 1 bot operator = 1 identity/organisation to keep many bot operators in business at all times.
For this we need some identity unicity check process.
We don't know yet how to best achieve this, any ideas will be more than welcome.
