What

Adds the same ignore rules to every npm block in .github/dependabot.yml (packages/sdk, packages/cli, packages/mcp). The github-actions block is unchanged.

Why

These rules keep the first wave of Dependabot PRs from coming back:

• @stellar/stellar-sdk >= 17: @x402/stellar 2.28.0 still requires ^16.3.0, so moving to 17 breaks x402. cli and mcp have to be aligned on 16.3 first.
• TypeScript majors: TS 7 PRs (chore(deps-dev): bump typescript from 5.9.3 to 7.0.2 in /packages/mcp #160, chore(deps-dev): bump typescript from 5.9.3 to 7.0.2 in /packages/sdk #164) were closed; majors will be taken deliberately.
• mppx: an earlier bump broke MPP, so it is upgraded manually.

The file still passes the Dependabot v2 schema (check-jsonschema --builtin-schema vendor.dependabot).
