Explain the three opt-in uses of TypeSafe Jev (memory admission, busy-agent intent classification, semantic trace evaluation), their default-off modes, third-party egress and redaction, instance-wide scope, fail-open limits and the dewee reflex commands, in English and Vietnamese. …feed Merge the decision layer guide and extend it: instance values versus workspace overrides, the narrowing rules, the new CLI commands (settings, overrides set/reset, decisions, config reset), the audit events, the customer API routes and the upgrade note. The console settings page now describes the Decision layer section instead of "Not reported yet". Adds the decision layer (Jev by TypeSafe) guide in en and vi. It builds on #13 (that branch is merged in, and its commit is kept) and documents what nextlevelbuilder/dewee#1434 ships.
