What changed in this PR
This PR limits capability-sync pull requests to confirmed public contract changes that require Swift model or focused test updates, avoiding revision-only publication.
Changes:
- Adds a deterministic safe-output filter that converts state-only PR requests into quiet no-ops.
- Updates agent instructions to require substantive changes and permits the Python detector command.
- Regenerates the workflow and documents that quiet runs leave the tracked revision unchanged.
