Adds an optional idempotency key to evaluation requests. The key participates in request and plan identity without changing the lm-eval invocation, allowing callers to keep retries idempotent while separating otherwise identical evaluations from different runs or backend cases.\n\nValidation:
uv run --extra test --extra lm-eval-service pytest(53 passed).
