Port upstream 0.68.0: open Codex usage analytics from Usage Dashboard

Summary

The Codex "Usage Dashboard" action now opens usage analytics at https://chatgpt.com/codex/cloud/settings/analytics#usage instead of the retired https://chatgpt.com/codex/settings/usage route. The URL lives only in Codex provider metadata (dashboard_url), so the tray, settings and CLI all pick it up through the existing open-dashboard command.
