Removes the Llama-3.1-70B-Instruct model entry from config.py and model_configs.example.json so gemma3-27b is the only configured/loadable model, updates references in api_wrapper.py, Dockerfile, and README.md accordingly, and simplifies the model cache in api_wrapper.py from a multi-model dict to single globals since only one model is ever loaded. Dockerization and minimal hardening of the image. It also removes hard-coded config in favor of a config file.
