Summary

Needed by task T14 of specs/next-ci-reliability (contrast3d-platform): a baseline "before" that
can be reproduced after the changes.

  • --until ends the period at a given UTC moment (a date or a date and time); the window is the
--days before it. The snapshot of runners, queue and pull requests still describes now, and the
    report says so.
  • --limit sets how many runs are read per repository (default 300; gh allows up to 1000), so a
past window of a busy repository is not cut short.

Verification

  • 69 tests (the 4 new ones seen failing first); ruff clean.

Let the period end in the past so the numbers measured before a change
can be reproduced after it, and let the number of runs read per
repository grow beyond 300 for busy repositories. The snapshot of
runners, queue and pull requests always describes the present.
