This convers the
CHANGELOG.rstfile toCHANGELOG.md, because we copy-paste part of its contents to the GitHub release message, which is MarkDown and not RestructuredText. So keeping the change log in MarkDown saves a conversion step there.Because I like to live dangerously, this PR also adds a funding header for the 0.10.0 release, which I forgot to add when making the release.
