Closes #125.

Summary

require safe positive integers for CLI --max
apply the same validation to TUI /run
reject values above Number.MAX_SAFE_INTEGER
add CLI and TUI regression coverage

Validation

focused CLI regression: 1 passed
focused TUI regression: 1 passed
unsafe-limit CLI reproduction exits 1 with the existing concise error
root suite: 442 passed, 5 skipped; 7 pre-existing Windows POSIX failures
