Fix the frontend fatal error caused when WHMCS loads hooks.php before loading the addon module entry point. Hooks now load only their shared dependencies, and the addon version is bumped to 3.1.1.\n\nChecks:\n- PHPUnit\n- PHPStan\n- hook-first/module-second load-order regression
