[resource] Use cursors from swpc_tex_gui textures

Reone used to load cursor files embedded in swkotor.exe and
swkotor2.exe. These files do not exist in Linux and MacOS builds of
the game, so we need an alternative.

With the patch, we now load cursors by resrefs from
TexturePacks/swpc_tex_gui.erf.
