fix(duplicates): filter deferred authoring queue items

Filter authoring queue items marked as 'status: deferred' when running duplicate detection in tools/check-duplicates.py. Queue items marked as deferred are explicitly tracked and paused (e.g. Windowing), so filtering them out aligns check-duplicates with tools/next-batch.py and prevents false-positive duplicate collision failures.
