Bumps `cargo-rbmt` to v0.2.1. Since the `rust-bitcoin/rust-bitcoin-maintainer-tools` repo moved out of GitHub, and it could possibly stop being mirrored on GitHub, a `setup-rbmt` composable action is vendored here.
RBMT now has the `bench` command, so we can stop using `cargo` directly. Also removes the redundant `cargo doc` for the `doc` and `doc-open` recipes.
