Rename 'Query docs filesystem' to 'Query filesystem' in MCP docs

Summary

Renames the MCP tool from "Query docs filesystem" to "Query filesystem" across documentation to reflect the shorter tool name introduced in mintlify/server#4702, which shortens tool name prefixes to avoid Cursor's 60-character combined server+tool name limit.

• Updated tool name and references in ai/model-context-protocol.mdx (EN) and zh/ai/model-context-protocol.mdx (ZH)
• Updated rate limits table entries in both language versions

Closing: no evidence this feature has shipped to production. This PR documents renaming the MCP 'Query docs filesystem' tool to 'Query filesystem' (referencing mintlify/server#4702), but that PR has not merged to server main (current tip is #4709). The server source still registers the tool as 'query_docs_filesystem'. If this rename ships, a new docs PR can be opened at that time.
