Adds one-way local PlanningPacket to ExecutionPacket conversion with scope monotonicity, 100 percent acceptance-criteria traceability, command trust gates, and the separate authenticated execution approval. External Handoff fields are rejected; handoff v1 stays untouched. Merge gate: bun test (357 pass), bunx tsc --noEmit.
