[P2] Increase the caller timeout when adopting the new stream budget

The action at main now allows a 30-minute response stream (microsoft/IssueLens#55), but this workflow still has timeout-minutes: 20. Consequently, a valid long-running request can be canceled by GitHub before the action receives its completion event and saves its response/summary. Please increase the job timeout to 45 minutes alongside this ref change, matching the upstream action timeout guidance, which includes setup/discovery and token-acquisition headroom.

The Linux java-dep-file-operations E2E failure is an LLM verification disagreement after source-folder selection, outside this workflow change; it is not the basis for this change request.
